Automated Decision Support System for Frontier Post Commander

 State Customer – State Border Committee of Belarus

 

 Development objective: special integrated border surveillance system software design for frontier post commander decision support (hereinafter - ADSS - Automated Decision Support System) for State Border surveillance in various physiogeographic and weather conditions, operational and other kinds of activities.

 

ADSS Application:

•      decision-making assistance in border surveillance for the commanding officer; ADSS helps to form decisions based on the available or (and) inserted  current situation data, signals from border security equipment, tactic-technical data, terrain passability data stored in databases and digital field maps as well as information about frontier violations occurred;   

•      integration of hardware and software systems, technical border security equipment, navigation devices, video surveillance systems, unmanned aerial vehicles, data communication means into one system;

•      data acquisition, generalization and mathematical data processing;

•      visualization of border squads location, state of secure facilities, border security equipment and anticipated development of events basing on the digital map data, the terrain (frontier post) schematic, aerial (satellite) photography data in a user-friendly format;

•      while estimating the highest crime rate zones, the system evaluates the nature or probable violations, availability and state of road network, natural and artificial obstacles as well as geophysical terrain properties and meteorological conditions;

•      decision-making assistance for the commanding officer by virtue of forces and means at the frontier post estimation, other heterogeneous forces and means estimation and visualization of the estimation results.

Functional Characteristics:

•      data entry and display on the digital terrain map (DTM) by means of user layers, photographic pictures and diagrams;

•      plotting of situation data, the schematic of a frontier post fragment by means of conventional symbols entry on the map;

•      DTM  data display concerning the available border control equipment (BCE), its state, and its detection zones on the frontier post fragment (basing on the information automatically acquired from navigation and border control devices and inserted by the operator);

•      display of video control systems visibility zones, detection zones, terrain passability zones, roads. The system considers technical parameters of the equipment basing on physiogeographic terrain features, seasons, time of the day, weather conditions (rain, fog, snow, frost). The system displays viewing (depth) sectors based on the altitude matrix and true altitudes of terrain objects;

•      automated DTM display of the scheduled areas (squares, traffic routes) for frontier squads; the scheduled areas are acquired from Frontier Service’s e-books;

•      visualization of traffic routes and  real-time information acquired from frontier squads equipped with navigation and communication devices;

•      solutions for terrain auditing, quality matrix assembly;  

•      optimal choice of the number and location of frontier squads and fast-deployment border control equipment on a certain area basing on the physiogeographic terrain features, seasons, time of the day and specified detection parameters and considering technical evaluation of the direction and nature of actions chosen by the potential trespassers;

•      solutions for route plotting  and  choice of trespassers detention line, combat elements positioning at the frontier rare area and on cover line basing on the hypotheses, trespasser’s intentions and nature of actions as well as other task components;

•      solutions for route plotting with the use of various movement models, particularly vehicles performance characteristics, their movement along roads and areas, frontier squads dismounting etc.;

•      alarm signals visualization on the digital terrain map against frontier post military base schematic, buildings, alarm and fire-alarm signal devices;

•      generating variants for State Border Surveillance in various conditions and types of service basing on the situation data analysis and decision visualization in the form of graphics and tables displayed on the digital terrain map;

•      digital map display of the hypothetical routes of state border trespassers (by application of landmarks, covers, target objects in respect to the spots of trespasser’s initial appearance etc.);

•      display, fixation and storing planning data and border security equipment performance as well as situation realization results stored in e-books;

•      frontier post officers training by computer simulation of the situation on the protected site.
